Le gouvernement relance les jeux dans les cafés pour adoucir l’effet de l’interdiction de fumer
La taxe sur les baby-foot, flippers, billards, fléchettes et autres jeux de ce type va être fortement réduite afin de compenser les effets de la prochaine interdiction de fumer sur la fréquentation des cafés, a annoncé, lundi 16 octobre, Jean-François Copé, le ministre délégué au budget, sur RMC.
A partir de l’an prochain, M. Copé a donc décidé d’accorder un coup de pouce fiscal à ces jeux dits « traditionnels », instaurant « un impôt unique de 5 euros par an et par appareil« . La taxe était jusqu’alors fixée entre 16 et 92 euros selon la taille des communes, avec la possibité pour les conseils municipaux de multiplier par trois ou quatre fois ce tarif, a rappelé M. Copé. Cette taxe « était devenue tellement chère qu’il y a aujourd’hui près de 40 000 de ces appareils qui dorment dans des entrepôts parce que les cafés-restaurants les ont rendus« . La mesure devrait être effective à partir du 1er janvier prochain et fera l’objet d’un amendement au projet de loi de finances 2007.

Pour expliquer ce « coup de main« , la nécessité de « diversifier les activités » des bars au moment où ils doivent se préparer à faire face à une interdiction de fumer, a expliqué le ministre du budget alors qu’il présentait son plan dans un bar d’une banlieue populaire de la région parisienne, Chez Jeannot et Marilou, à Saint-Ouen.
La nouvelle n’a toutefois pas été accueillie avec grand entousiasme par les responsables de la profession. « Ce n’est pas ça qui nous sauvera« , commente le président de la Confédération nationale des débitants de tabac, René Le Pape, cité par Le Parisien. « Financièrement, cela ne compensera jamais la perte qu’engendrera l’interdiction de fumer dans les lieux publics. » Celle-ci prendra effet en France à compter du 1er février 2007 et les bars-tabacs, restaurants et discothèques auront jusqu’au 1er janvier 2008 pour s’y conformer.
En revanche, réaction bien différente de la part des professionnels de la filière jeux pour une mesure qu’ils « attendaient depuis des années« , comme l’a expliqué le président de la Confédération française des exploitants de jeux automatiques, José Hody. Une mesure qui « pourrait déboucher sur la création de 600 emplois« , a encore précisé M. Copé.

Reste à savoir si cette mesure tarifaire va s’appliquer seulement aux propriétaires de bars/restaurants ou si les futurs détenteurs de salle d’arcade pourront aussi en profiter…
